Specialty “Public management”

Public management can be considered as a powerful impact on human activity from public service bodies, local government bodies and non-governmental organizations perspective through the applying different mechanisms (economic, administrative, informational and psychological ones, etc.) to achieve the goals of social development.

Public administration (as a component of public management) is an activity of public management subjects regulated with laws and other normative legal acts. This activity is related to management functions implementation with methods, defined in instructions, regulations and procedures and it is concentrated on the implementing of guidelines and orders into life.

There are two degrees available for getting the specialty of 281 Public management on the basis of the Educational and Scientific Institute of Economics, Management, Law and Information Technologies:

Form of education:

  • Full time;
  • Part-time (external).

Study period:

  • Bachelor - 3 years and 10 months;
  • Bachelor (short-term training) - 2 years and 10 months;
  • Master - 1 year and 4 months.

Nowadays there is a sharp need in professionals on the labour market, who have management skills necessary to resolve strategic issues of the state policy, to provide administrative services in public sphere. There is a need in those, who know the principles, functions and the state officials ethics in public service bodies and local government ones, who are able to organize and lead civic activity, directed on socially responsible projects.

The ability of the country to demonstrate economic growth and to achieve competitiveness internationally depends on public management efficiency, which needs reforming both public service and local government.

Implementing of new public service standards (which are in a harmony with European ones) is a task of the Action Plan for Implementation of the Association Agreement between Ukraine and the EU, approved by the Cabinet of Ministers of Ukraine dated October 25, 2017 № 1106, and the Plan of Legislative Reforms in Ukraine approved by the Verkhovna Rada Of Ukraine of June 4, 2015 № 509-VIII.

According to these tasks, the training of public management specialists is conducted along with the priorities of the public service reform, in particular:

  • Professional, not corrupted, prestigious, oriented on civic needs building of public service;
  • Separation policies from administration;
  • Implementing of a competency model into human resources management;
  • Harmonizing of public service and local government service;
  • Implementing of a transparent pay and career motivation model for civil servants;
  • Human resources for decentralization.

A graduate with a Bachelor's degree will be able to:

  • Work in executive power, local government bodies, state institutions on the positions of beginner, intermediate and advanced specialists levels, which are related to the category B.

According to the Order of the National Agency of Ukraine for Civil Service Affairs of 18.12.2020 № 246-20 "On approval of the Catalogue of standard civil service positions and criteria for assignment to such positions" Bachelors of public management may hold civil service positions divided into 28 “families”, including:

  • service administration;
  • providing of administrative services and consultations;
  • internal audit;
  • economic functions;
  • state supervision and control;
  • paper and office work, archive;
  • policy implementing and coordinating, etc.

On the public service positions, Bachelors of public management have to:

  1. Evaluate and analyze the impact of management decisions in the public sphere on social processes: employment, unemployment, economic change, inflation, income, etc.
  2. Participate in the development of forecast and program documents and indicators of economic and social development for public management objects.
  3. Participate in the operation of public administration services, informational and communicational systems operation.
  4. Coordinate the work of departments of public management bodies as well as the interaction of state bodies, local authorities and NGOs.
  5. Perform the tasks promptly and accurately, participate in the implementing of a development strategy of the controlled object, implement modern methods into the activity of a public service bodies, stick to laws and management ethics.

Bachelors of public management can take administrative and elective positions in local self-government bodies, related to the category B.

The main functions of a public officer of a local self-government body by category B are:

  • preparation of projects of local self-government bodies acts, organization and control of their implementing;
  • providing of administrative services;
  • management of a municipal property, common ownership objects of territorial communities in villages, towns, cities;
  • performing other functions of local government, defined by law.

A graduate with a Master’s degree will be able to work in an executive power bodies, local government, state institutions on the positions of specialists and managing levels, related to categories В, Б and А.

According to the state classifier ДК 003:2010 Masters of public management may hold primary positions by professional job titles:

  • 1120 Senior officials of state authorities
  • 1120.1 Senior officials of state executive bodies
  • 1120.2 Senior officials of local self-government bodies
  • 1210 Heads of enterprises, institutions and organizations
  • 1229.1 Executives of central government apparatus
  • 1229.3 Executives of local state authorities and self-government bodies’ apparatus
  • 1232 Heads of human resources and social relations departments
  • 1319 Heads of other small businesses without staff

It should be emphasized that applicants for public service and local government positions, related to the category Б and А, have to have a job experience at least 2 years.

Master of public management has to perform the main tasks:

  1. To manage departments of executive power bodies, executive committees of local councils, public organizations, other public institutions;
  2. To analyze the impact of regulatory legal acts on public management processes within their competencies, to evaluate political and legal documents and programs;
  3. To develop statutes, regulations and job descriptions within the performance of administrative functions, forecast and program documents of economic and social development of the object of management, proposals for improving the work of local authorities;
  4. To organize the work of public authorities using the methodology of strategic planning and modern methods of public authority’s activity, providing the functioning of an informational and communicational system of the authority and implementing e-government in the public sphere;
  5. To provide the coordination of executive authorities and local self-government bodies’ activities, the establish public-private partnership, transparent decision making.
  6. To control the timeliness and quality of tasks performing, to adhere laws in public management, to use anti-corruption and abuse of power measurements.
